May 22nd, 2008

CALL TO ORDER
Cathy Perry called the meeting to order at 4:04 pm. She welcomed new members Victoria Loya and Tina Holmes.

SSC BUSINESS
April Minutes: The minutes were approved with one correction. The sentence “We would then pay for the rest of our plan items (items that we would have funded out of Title I) out of the unrestricted budget” was changed to “We could then have the flexibility to pay for the rest of our plan our plan items (items that we would have funded out of Title I) out of the unrestricted budgets or restricted budgets, whichever is most beneficial to us.”
Bylaws Committee: The committee will meet on Tuesday, May 27th at 5:15 pm and will report back to the SSC at the June meeting.
2008-2009 Meeting Schedule: Cathy Perry distributed a list of proposed dates for next year’s SSC meetings. The proposed dates are the 1st Thursday of every month:

DATA REVIEW
Spring 2008 tutoring: Amy Brothers presented. The SSC funded 8 weeks of tutoring for 3rd, 4th and 5th grade. Mrs. Brothers went over the goals from our SPSA that were supported by our tutoring program. The program took place from February 11th to April 11th. The eight 3rd grade students were tutored in reading and showed an average growth of 1 Fountas and Pinnell reading level. The six 4th grade students were tutored in writing and showed an average growth of 1.8 levels on the district writing rubric. The nine 5th grade students were tutored in math and showed an average growth of 20% on the Harcourt math assessments. Mrs. Brothers graphed all of the data. She also made a chart showing attendance, % growth, actual growth and pre- and post- assessment results. Mrs. Shaw then outlined some recommendations for next year. The recommendations included: identify tutoring students in September and October, set SMART goals for each tutoring group, select pre- and post- assessments that are specific to the students’ needs and goals, use restricted funds to purchase district approved intervention programs, set up common attendance tracking and monitoring for all groups, establish teacher and student reflection methods, get input from classroom teachers, tutoring teachers, students, SSC and parents.
SINGLE PLAN FOR STUDENT ACHIEVEMENT (SPSA)
Budgets
2007-2008 Budget: Barbara Shaw presented. In last month’s budget update, she mentioned that we were in the deficit in certain areas of our budgets. She received an email from Program Monitoring about end-of-year categorical budget alignment that said that the budget must be aligned by June 30th. They are suggesting that we let our budget analyst move money around to address the deficits.
Barbara Shaw made a motion: In order to align our school’s 2007-2008 budget, our budget analyst, in consultation with the SSC, must complete a line item balance. After reviewing the year’s expenses, the SSC votes to approve any necessary adjustments that are in line with our SPSA, and directs our principal to request that our budget analyst make these adjustments in order to balance each categorical resource. At our next SSC meeting (September meeting), our principal will provide a report about the final changes to the 2007-2008 budget.
Tammarrah Walker seconded the motion.
A discussion was held. This motion would allow the budget analyst to balance our budget and the SSC can approve it in September. The motion carried.
2008-2009 budget: At our last meeting, we formed a subgroup to look at some of our restricted budgets. Gala Skellion, Siretta Fleck, Barbara Shaw and Cathy Perry met and were able to get some more money by paying for a teacher out of Title I. Then, Barbara Shaw was notified that she might get a new budget workbook. It is possible that we might not be funded for 20 teachers next year and the work done by the subgroup might no longer apply to our situation. So, for now, our 2008-2009 budget is the one we approved in March.
ADVISORY GROUP REPORTS
DAC report: Carla Griffin presented. The DAC discussed the fact that, since the governor’s report, the budget deficit is 53 million dollars instead of 80 million dollars. The school board will meet on Tuesday and possibly restore some of the positions that have been cut. The SARC (school accountability report card) for Angier is available online or the office. The DAC also discussed some restructuring and streamlining that will take place under the new superintendent.

Article I:
Duties of the School Site Council

The school site council of Angier Elementary School, hereinafter referred to as the council, shall
carry out the following duties:
• Obtain recommendations for, and review of the proposed Single Plan for Student
achievement from all school advisory committees
• Develop and approve the plan and related expenditures in accordance with all state and
federal laws and regulations
• Recommend the plan and expenditures to the governing board for approval
• Provide ongoing review of the implementation of the plan with the principal, teachers,
and other school staff members
• Make modifications to the plan whenever the need arises
• Submit the modified plan for governing board approval whenever a material change (as
defined in district governing board policy) is made in planned activities or related
expenditures
• Regularly evaluate the progress made toward school goals to raise the academic achievement of all students
• Carry out all other duties assigned to the council by the district governing board and by
state law

Article II
Members

Section A: Composition
The council shall be composed of 10 members, as follows:
• 3 classroom teachers
• 1 other school staff members
• 5 parents or community members
• 1 principal

The school principal shall be an ex officio member of the council. Classroom teachers shall be elected by classroom teachers; other staff shall be elected by other staff; parents and community members shall be elected by parents of students at the school. Council members chosen to represent parents may be employees of the school district so long as they are not employed at this school.

Section B: Term of Office
Council members shall be elected for a 2 year term. There shall be no limit of the number of consecutive terms a member may serve. At the first regular meeting of the council, each member’s current term of office shall be recorded in the minutes of the meeting.

Section C: Voting Rights
Each member of the council is entitled to one vote and may cast that vote on any matter submitted to a
vote of the council. Absentee ballots shall not be permitted. Members must be in attendance to vote.

Section D: Responsibilities of Members
• Read all communications of the school site council
• Attend regular and special meetings of the council
• Communicate and discuss council business inside and outside of council meetings
• Communicate agenda items to the chair

Section E: Responsibilities of the Principal
The principal has the following duties with respect to the school plan:
• Is a voting member of the council.
• Provides information and leadership to the council, ensuring that the SSC is functioning according to State requirements.
• Administers the school level activities of the approved plan.
• Composes the School Site Plan with the collaboration and assistance of the SSC.
These responsibilities make the principal vital to the success of the school plan. However, the principal has no authority to overrule council actions, may not veto decisions made by the council and may not make changes to the plan approved by the council.

Section F: Termination of Membership
Any elected member may terminate his or her membership by submitting a written letter of resignation
to the council chairperson. A member shall no longer hold membership should he or she no longer be a resident of the area or meet the membership requirements under which they were selected, e.g., a parent becomes an employee of the school district and is employed at this school. Membership shall be terminated for any member who is absent from three consecutive regular meetings.

Section G: Transfer of Membership
Membership on the council may not be assigned or transferred.

Section H: Vacancy
Any vacancy on the council occurring during the term of a duly elected member shall be filled by a candidate from the original nomination list in order of most votes. If there are no more names on the list, the chair will call for nominations via a paper ballot, an announcement at a school general meeting or through a Connect-Ed phone call, depending on the time of year. If more names than vacancies occur a special election will be held. The candidate who fills a vacancy serves until the next regular election.


Article III
SSC Elections
Section A: Election for staff members
Elections for classrooms teachers and other staff member will be held in the following manner:
• Nominations will be taken at a staff meeting within the first three weeks of the contract year by SSC officers. Ballots will be created and distributed by SSC officers. Voting will conclude within five days of receiving the ballots. Ballots will be counted by two staff members not on the ballot and open to all witnesses. In the case of a tie, a run off election will be held between all tied candidates.


Section B: Election for Parent/Community Members
• Nomination forms for parents/community members will be placed in the opening day packets and will be sent to every parent or guardian of all enrolled students. Ballots will be created by SSC officers and will be sent home with the student population and returned by parents to the school within five days of the ballots being sent out. Ballots will be counted by two SSC members who are not on the ballot. In the case of a tie a run off election will be held between all tied candidates.

Article IV
Officers
Section A: Officers
The officers of the council shall be a chairperson, vice-chairperson, and a secretary.

The Chairperson shall:
• Be a voting member of the council
• Prepare the agenda for meetings in collaboration with the principal
• Preside at all meetings of the council
• Preside over nominations and elections to the council in accordance to the bylaws
• Sign all letters, reports, and other communications of the council to authenticate all acts, orders and votes of the council
• Enforce the observance of order and decorum by deciding questions of order
• Assign duties of the council in accordance with the bylaws
• Perform all duties incident to the office of the chairperson
• Have other such duties as are prescribed by the council

The Vice-chairperson shall:
• Represent the chairperson in assigned duties
• Substitute for the chairperson in his/her absence

The Secretary shall:
• Keep minutes of all regular and special meetings of the council
• Transmit draft minutes to the chair and principal for review before drafts are posted or approved by the council
• Transmit true and correct copies of the minutes of such meetings to members of the council and school staff
• Provide all notices in accordance with these bylaws
• Be custodian of the records of the council which shall be kept in the school office
• Perform other such duties as are assigned by the chairperson or the council

Section B: Election and Terms of Office
The officers shall be elected at the first meeting of the council, and shall serve for two
years, or until a successor has been elected.

Section C: Removal of Officers
Any officer may be removed from their office by a two-thirds vote of all the members.

Section D: Vacancy
A vacancy in any office shall be filled at the earliest opportunity by a special election of the council,
for the remaining portion of the term of office.

Article V
Committees
Section A: Sub-committees
The council may establish and abolish sub-committees of their own membership to perform duties as prescribed by the council. At least one member representing teachers and one member
representing parents shall make up the sub-committee. No sub-committee may exercise the authority
of the council.

Section B: Other Standing and Special Committees
The council may establish and abolish standing or special committees with such composition and to
perform such duties as prescribed by the council. The membership of a standing or special committee is not limited to council members. No such committee may exercise the authority of the council.

Section C: Terms of Office
Each member of a committee shall continue as such for the term of their appointment unless the committee is terminated or abolished, or unless such member shall cease to qualify as a member.

Section D: Rules
Each committee may adopt rules for its own government not inconsistent with these bylaws or rules
adopted by the council, or policies of the district governing board.

Section E: Quorum
A majority (51% or greater) of the members of the committee shall constitute a quorum, unless
otherwise determined by the council. The act of a majority of the members present shall be the act of
the committee, provided a quorum is present.

Section D: Vacancy
A vacancy in the membership of any committee may be filled in the same manner as the original appointment.

Article VI
Meetings of the Council
Section A: Regular Meetings
The council shall meet at least 8 times a year.

Section B: Special Meetings
Special meetings of the council may be called by the chairperson or by a majority vote of the council.

Section C: Place of Meetings
The council shall hold its regular meetings at a facility provided by the school.

Section D: Notice of Meetings
Written public notice shall be given of all meetings at least 72 hours in advance of the meeting.
Changes in the established date, time or location shall be given special notice. All meetings shall be
publicized on the bulletin board near the office. In addition at least 1 or more of the following may be used: the school marquee, the school website or the staff bulletin.

All required notices shall be delivered to council and committee members no less than 72 hours by folder sent home with students, personally, staff mailbox, or e-mail.

Section D: Posting of Minutes
A draft of the minutes of council meetings will be posted on the bulletin board near the office, posted on the school web site and e-mailed to staff and all SSC members later than 8 business days following a council meeting. Drafts will be replaced by approved minutes no later than 5 business days following approval of the minutes.

Section E: Quorum
The act of the majority of the members present shall be the act of the council, provided a quorum is in
attendance, and no decision may otherwise be attributed to the council. A majority (51% or greater) of the members of the committee shall constitute a quorum.

Section F: Conduct of Meetings
Meetings of the council shall be conducted in accordance with the rules of order established by
California Education Code Section 35147 (c) and with Robert’s Rules of Order or an adaptation
thereof approved by the council.

Section G: Meetings Open to the Public
All meetings of the council, and of committees established by the council, shall be open to the public.
Notice of such meetings shall be provided in accordance with Section D of this article.

Article VII
Amendments
Revisions or amendments to these bylaws may be made at any regular meeting of the council by a vote of two-thirds of the elected representatives of the council. Written notice of the proposed amendment must be submitted to council members at least 14 days prior to the meeting at which the amendment or revised is to be considered for adoption.
